following addressed to peking,no.176：
"eugene chen and other high officials from canton arrive here shortly,and i learn that they will at once put in
force levy of21per cent.on all goods and 5per cent.on luxuries,to be collected by customs if they will under take it；if we agree all will be peace,but if we object boycott will ensue,which,although not declared,will be equally effective."
